WORK NORMS FOR
FACULTY OF THE INSTITUTE.
Every officer of
Administrative Training Institute, Kohima should to the best of their ability
and knowledge satisfy the following norms laid down. This applies to the
officers of ATI engaged in training activities, or otherwise specifically
mentioned as officers on deputation or guest faculties.
Definitions
- ‘Training Calendar Year’
means the months from April to March, as the financial year.
- ‘Officer’ means officer of
ATI who actually take sessions in training, unless otherwise mentioned
specifically as ‘Guest Faculty’.
- ‘Session’ means class
taken, either lecture or practical and shall consist of 60 minutes.
Norms:

All officers are required to conduct all
training(s) published in the Annual Training Calendar to the best of their
efforts during that calendar year.

Officers of ATI should take a minimum of
50
sessions (irrespective of subject area) in a calendar year. An officer of
ATI taking more than 50 sessions in a calendar year shall be entitled for
Honorarium @ Rs. 150.00 per session. In case an officer failing to achieve,
he/she will not be entitled for Honorarium.
Provided that, if the officer who is supposed to take
session falls ill or goes for training/tour outside the State or takes leave
during the scheduled period of training or due to other reasons, another person
may be delegated or assigned for the work. Further still, no eligible person is
found, the training programme may be conducted only after the officer returns to
office.

The minimum number of participants in any
training shall be 7 (seven). If no sufficient number of participants is
reported for training, the training is to be postponed to a later date. For
any postponement or cancellation of training programmes already mentioned in
the training calendar, the reasons should be indicated specifically in the
training reports.
- During conduct of
training, an officer shall not take more than 2 (two) sessions in a day so
as to enable him/her to attend to other normal duties and/or files.

There need to be a gap/break of a week time to
make preparations for pre-training and post-training before and after
conduct of any training.

Nomination letters should be sent out atleast
one month in advance before the start of any training. And any post-training
activities like finalisation of expenditure incurred during training,
evaluation of feedbacks, training reports etc. should be done within 2 weeks
from the date of completion of the training to the best effort.

All officers of ATI should attend at least one
centrally sponsored training programme in a calendar year, within or outside
the State and/or country related to their subject area or any other
programme which may bring better performance and improvement to the
Institute. However, the maximum number of training an officer can attend
outside the State is limited to 3(three) trainings during a calendar year so
that the normal activities in the Institute is not disturbed because of
his/her absence.

A guest faculty getting weighted average less
than 2.0 from the feedbacks given by the participants in a particular
training, shall not be invited again for similar training next time.
However, ATI Officers, including a deputationist, scoring weighted average
less than 2.5 shall be encouraged to attend further trainings so as to
improve upon his/her performance within a period of one year. Further, if no
improvement is observed, the details shall be recorded in his ACR. Still if
there is no improvement, VRS may be offered to him/her.

At the end of every training, the feedbacks
received from the participants should be submitted to the Research &
Development Cell of the Institute for evaluation. The evaluated feedbacks
are to be submitted to higher authority for future improvements of the
training course conducted and the performance of the faculties.

At the end of the training calendar year, the
Research & Development Cell should submit the total number of trainings
coordinated or conducted and the number of sessions taken alongwith the
Weighted Average scored for the preparation of monthly and annual training
reports. The R&D Cell will examine the performance and suggestions etc. of
each officer and submit to the higher authority, who shall record in his/her
ACR. Such reports shall also be given to P&AR for any future action or
comments.

Besides taking sessions, officer shall attend to
both training and non-training related files, as assigned by the higher
authority. As training is a time-bound activity, it is desired of each
officer for prompt disposal of files. Disposal of files shall be as per
government instructions mentioned in the Manual of Office Procedure.

An officer of ATI recognized as Recognized User
(RU) or Master Trainer (MT) by DOPT shall be eligible for one and three
advance increments respectively.

An officer getting an M. Phil or Ph. D degree
shall also be eligible for one or three advance increment respectively.
However, possessing a higher degree or qualification shall not be considered
as criteria for promotion.
