i)   The following officers have been designated under the Act:

  • Shri. F. P. Solo, Director as the Departmental Appellate Authority (DAA),

  • Shri. Youdang Jamir, Sr. Lecturer (PA) as Public Information Officer (PIO) and

  • Shri. Worhonthung Ezung, Lecturer(Computer) as Assistant Public Information Officer (APIO).

ii)  Two trainings on “3-day orientation course on RTI Act, 2005 for PIOs and APIOs” were conducted from 15 – 17 Feb. 2006 and 22 – 24 2006 covering 122 participants.

7                  Any recommendations, improvements, reforms etc.:

                                            i. There are no standard formats for the 17 Manuals mentioned in the Act, for which many departments do not know how to prepare the manuals.  Hence, the State Govt. may evolve standard formats to facilitate the preparation of the 17 Manuals. In this regard, ATI has evolved some formats after referring to the manuals prepared by some organizations in the country and is in the process of preparation of the 17 manuals.

                                                ii.      There are different lists of Below Poverty Line (BPL) maintained by various departments like the District Administration and the Development Departments, and which seems to be incorrect often creating disparity. It is recommended that a dividing line/criteria may be set for the BPL and a single uniform list of BPL may be prepared and published.

                                                iii.      Records Management in all departments and offices. Training on Records Management can be conducted by ATI.

                                                iv.      Computerization of office records in all departments and offices.

                                                v.      Before generating awareness to the public, the Public Authorities especially the Government departments and offices be well equipped with their records, manuals, proper records management, knowledge of the Act, how to furnish information etc.

  1. ATI is the first government institution to have prepared the 17 manuals in the State. Besides, some formats for application/User Guide have also been prepared and sent to P&AR Deptt. on 14th July, 2006.

  2. Prepared Check list for PIO/APIO and submitted to P&AR Deptt.

  3. Published on the Internet the 17 manuals and the formats/User Guide for applications.

  4. Two trainings on “TOT on RTI Act, 2005” were conducted from 7th - 9th June 2006 and 2nd - 4th Aug. 2006 covering 33 participants.

  5. On special request, two trainings were conducted for the Officers of Rural Development Deptt. from 8 & 9 Aug. 2006 and 24 & 25 Aug. 2006.

  6. On special request, a 3-day training for the DEOs and DIS under the Directorate of School Education was conducted from 6 - 8 Sept. 2006.

  7. A two-day training was imparted to the NCS Officers of 2005 and 2006 batches during 27th and 28th March, 2007.

  8. Modules on RTI Act, 2005 has been included in almost all training courses being conducted at ATI starting from the year 2007, especially NCS, Mass Skill Upgradation Training Programmes, Secretariat Services Foundation Course etc.

7          Any recommendations, improvements, reforms etc.       :

i.         Proper Records Management as well as Computerization of office records in all Public Authorities is desired as the first step towards implementation of the Act. Besides, training on computers being conducted every year at ATI, Records Management can also be conducted by ATI.

ii.       A directory of Public Authorities, DAAs, PIOs and APIOs in the State may be evolved and circulated to all concerned Public Authorities.

iii.      Manuals /handbook may be brought out for easier application of the Act.

iv.     A single window website exclusively for RTI having all the 17 Manuals of every Public Authorities in the State may be created and hosted.

  6. Any facts for efforts made for implementation:

i)                    Starting from the Training Calendar year 2007-08, module on RTI Act, 2005 is being included the NCS Induction Training, Mass Skill Upgradation Training Programmes for the Directorates, Secretariat Services Foundation Course and other training courses.

ii)                   A module on Records Management has been included in the trainings on RTI Act, 2005 for effective implementation of the Act.

iii)                 The following trainings on “RTI Act, 2005” were conducted during 2007-08:-

  • For Officers from 16th to 18th May, 2007

  • For Officers from 6th to 8th August, 2007.

  • For Assistants from 3rd to 5th Oct. 2007.

  • For Officers from 14th to 16th Nov. 2007.

  • For elected members of Municipals and Town Committees from 26th to 28th Sept. 2007.

iv)                 On request, a one-day training for the Doctors of the Directorate of Health & Family Welfare Department was conducted on 1st Oct. 2007.

 7          Any recommendations, improvements, reforms etc.:

i.         Proper Records Management as well as Computerization of office records in all Public Authorities is desired as the first step towards implementation of the Act. Besides, training on computers being conducted every year at ATI, Records Management can also be conducted by ATI.

ii.       Most Public Authorities in the State need to update the list of PIO/APIO and Appellate Authorities.

iii.      More awareness on RTI is required not only for the Govt. employees but also for the NGOs/Media/Social activists and the citizens.

i)                    For the first time, during 2008-09 subject on RTI was included in the NCS(Probationers’ Final Exam) and the Secretariat Foundation Course.

ii)                   Modules on RTI Act, 2005 continue to be included in the NCS Induction Training, Mass Skill Upgradation Training Programmes for the Directorates, Secretariat Services Foundation Course and other training courses.

iii)                 A module on Records Management which was included in the trainings on RTI Act, 2005 during 2007 remain to continue for effective implementation of the Act.

iv)                 Group activity on Case Studies was  included during the RTI training programmes in 2008-09.

v)                  The following trainings on “RTI Act, 2005” were conducted during 2008-09:-

  1. For PIOs/APIOs, AAs and other Officers from 18th to 20th June, 2008;

  2. For Office Assistants from 25th to 27th June, 2008;

  3. For PIOs/APIOs, AAs and other Officers from 9th to 11th July, 2008;

  4. For PIOs/APIOs, AAs and other Officers from 28th to 30th July, 2008;

  5. For NGOs, CSOs and Media representatives on 24th June, 2008;

  6. For Medical doctors from 4th to 5th August, 2008.

  7. For NGOs, CSOs and Media representatives on 8th August, 2008;

  8. For PIOs/APIOs, AAs and other Officers from 10th to 12th Sept, 2008;

  9. For other Govt. Officers from 24th to 26th Sept. 2008;

  10. On invitation, a one-day training for the employees of the NSACS under Medical Department was conducted on 3rd April, 2008.

  11. On invitation, a one-day training for the PIOs and APIOs of the Secretariat was conducted on 23rd September, 2008.

 7          Any recommendations, improvements, reforms etc.:

i.         Proper Records Management as well as Computerization of office records in all Public Authorities is desired as the first step towards the effective implementation of the Act.

ii.       Most Public Authorities in the State need to update the list of PIO/APIO and Appellate Authorities.

iii.      More awareness on RTI is required not only for the Govt. employees especially PIOs, APIOs and Appellate Authorities (information provider) but also for the NGOs/Media/Social activists and the citizens(information seeker).

iv.     A RTI Cell may be setup in the Secretariat (at Government level) to implement and monitor all activities in the State.

v.       Faculty positions on RTI may be established at ATI to ease the overload assignments of the present ATI officers.

vi.     Outsourcing/ outservicing to NGOs/Media for mass awareness.

vii.    Some clarifications on RTI Act & interpretations required.

viii.        More & active participation & synergy of Media required.
